Mr. Kelgard has over 32 years of experience in Design and Construction Project/Program Management. He has experience managing projects at the operational level as well as the overall program level. Mr. Kelgard’s experience is within the municipal, state, and federal clientele at the planning, design, and construction stages. In addition, Mr. Kelgard has experience in setting up and implementing business development plans and setting up QC/QA procedures for a variety of clients. Mr. Kelgard has been involved in contract management duties which have used Design Build, Construction Management at Risk, Early Contractor Involvement, and Traditional Design Bid Build type of contracts, and is able to handle various risks associated with the different procurement methods. Mr. Kelgard's QA and CPS support has been requested by USACE for the past 15+ years; he has been an onsite key contributor/contract lead for USACE REs in the USACE Sacramento Ca and New Orleans LA Boundaries and other USACE Districts. His role has included full-time onsite QA Representative Level IV and Senior Construction Manager in support of both USACE Area and Resident Engineers taking care of all the daily tasks required at a construction field office with minimal oversight by government personnel. He also brings significant experience in analyzing, preparing, and being a technical lead for large contract negotiations for civil works projects. He is an advanced user of RMS, has reviewed NAS schedules, helped process contractor payment requisitions, helped address contractor’s serial letters, and assisted COR with large contract modifications by developing government IGEs, and the government’s technical position for negotiations.
